That points me that the rpi4 does not deliver enough power for the isolator. Is the DAC USB-powered? Which isolator model do you have? The -D version has a completely different circuit for the 3.0 portion. It consists of a receiver -> DSP -> laser diode -> gap -> optical receiver -> DSP -> transmitter.
