As long the 12V for the external HDD is a separate, galvanically isolated supply, I don't see any benefit in isolation. An isolator would be more a protection barrier here. Edit: Not sure if you have these in USB 2.0, but that is all my current set up uses. Unfortunately, this is available in USB 3.0 configuration only. Look at first photo in this thread, the B-Connector is somewhat higher and only fits into 3.0. Although, this cable can of course transmit both USB 2....

But there is no audio on the USB data lines, just coded data which is decoded as audio in the receiver. USB transmission failure cannot affect audio in sense of sound balance but in another way. Those split cables are just usual hubs and work surprisingly good. Try it.

You can use a Y-split power injection cable for powering the isolator at primary side (and not being a hub):

I don't know if any earlier or later android version works better.
Your problem is clearly the power delivery and the only thing that I suggest is reducing the setup. Isn't it the case that Regen can power the next device? Then you could use your power bank there.

Well, the difference in noise level of 0.0000016 V RMS on the USB VBUS cannot be propagated to the audio outputs of any decent DAC (which has its own filtering/isolation plus the usual PSRR).

Do you happen to have an USB 3.0-B port? Look at the shape on the first photo above. You cannot use the cable if you don't have such a port.

As I told above, truely comparable FFT plots need to reflect the noise density in root Hz. Luckily, there is a script available at Audio Precision's website that makes exactly that. At 22 kHz BW, the 7055-C has a residual idle noise of stunning 890 Nanovolts.

At 80 kHz BW, the noise of the 7055-C is just 0.4 µV above the noise floor of the System Two measurement system:

The bandwidth of the FFT plot is limited to about 80 kHz on this machine. So let's set the measurement bandwidth for the AC reading to 80 kHz, too.

Here is the noise profile of the Rugged Science USB card of the Windows machine (plain output, no isolation). 3.5 mV is pretty good! Please note the red rectangles.
